Teri Suddard, EA, President

Born and raised in Delaware, Teri Suddard attended Thomas McKean High School and later graduated from Franklin and Marshall College, where she earned a degree in Business Administration. Although she has experience as the owner of a well-known Wilmington restaurant, most of her career has been devoted to providing tax preparation and accounting services.

Teri began her tenure at National Income Tax Service in 1985 and assumed the role of President in 1997 following the retirement of her father, the company’s founder. With over four decades of experience in the field, she is dedicated to offering affordable and personalized accounting and tax assistance to both individuals and small business owners.

As an IRS Enrolled Agent, Teri is qualified to represent taxpayers before the Internal Revenue Service. She is committed to honest, intelligent, and ethical representation of her clients before governmental agencies. Her professional memberships include the National Association of Tax Preparers, and she is also recognized as a QuickBooks ProAdvisor.

Teri resides in Hockessin, Delaware with her husband. She is actively involved in her community, serving as Treasurer of her church and holding honorary status as a Paul Harris Fellow with the Rotary Club. In her spare time Teri enjoys traveling, walks with her dog, reading and spending time with her family.

Cynthia Ann Sheridan, AFSP, Director of Regional Operations

Cynthia Ann Sheridan, affectionately known as “Cindy,” originally hails from New Jersey and relocated to Delaware in 1973. She graduated from John Dickinson High School in 1979 and continued her academic journey at The University of Delaware, earning a degree in Criminal Justice. Throughout her professional life, Cindy has demonstrated strong leadership abilities, ascending the management ladder in several businesses over the years. In 2005, after accumulating more than 25 years of experience in upper management, she joined National Income Tax, where she leveraged her organizational and managerial expertise to support operations across the company’s two locations.

During the past nine years, Cindy has dedicated herself to advancing her proficiency in individual tax preparation and bookkeeping by completing extensive coursework and participating annually in the IRS Annual Filing Season Program. This commitment has enabled her to better serve National Income Tax and its clients.

Outside of her professional responsibilities, Cindy’s life centers around her family and friends. She actively supports her daughter’s participation in Easter Seals and contributes her time to her Community Board of Directors. Whenever possible, Cindy enjoys traveling, particularly cruising, or simply unwinding on her back deck with her dog, a good book, and a beer.

Cindy is known for her infectious smile and her unique talent for “making the world a better place.” Clients and colleagues alike appreciate her positive energy and welcoming presence. Visitors are encouraged to experience Cindy’s warmth and professionalism firsthand.

Tara Hillegass, AFSP

Tara Hillegass is a graduate of Penn State, holding a degree in finance. She began her career in fund accounting at a prominent mutual fund company before transitioning to a full-time commitment to her family. In 2011, Tara became a certified tax planner and has since developed extensive experience managing multi-state returns. She regularly participates in the IRS Annual Filing Season Program and remains dedicated to ongoing professional education in tax law.

Outside of her professional responsibilities, Tara is an active member of her church community and enjoys traveling as well as spending quality time with her family.

Sharon Russell, AFSP

Sharon has accumulated extensive experience as an Office Manager, managing administrative operations and supporting business functions over the years. In 2006, she became a Tax Preparer and participates annually in the IRS ASFP program demonstrating her expertise and commitment to providing quality tax services. In addition to her tax credentials, Sharon is a Certified Bookkeeper with proficiency in QuickBooks, allowing her to specialize in preparing Business Returns and supporting clients with their bookkeeping needs.

Outside of her professional life, Sharon enjoys traveling to new places, relaxing at the beach, reading a variety of books, and cherishing time spent with her grandchildren.

Seasonal Preparers

Barbara Taylor, AFSP

After graduating from the University of Delaware in 1972, Barbara began a 28 year career with the Social Security Administration.  She served in a variety of technical, administrative, and management positions in eight locations across three states.  She retired in 2000 as Area Director for Southeastern Pennsylvania, when her husband’s career took them to Brussels, Belgium.  During her four years in Belgium, Barbara worked as an IRS volunteer tax preparer at the U.S. consulate, did the financial reporting for the American Women’s Club of Brussels tea room, and served as pledge recorder for her church.

After returning to the U.S., Barbara joined the National Income Tax team in 2005.  She passed the IRS registered preparer’s test and completes continuing education credit each year to ensure she provides complete and accurate service to her clients.  In the “off season” she enjoys sailing the Chesapeake Bay with her husband.

Joseph Ciano, AFSP

Joe is a graduate of Mount Pleasant High School and Delaware Technical and Community College. After serving for three years in the Military, Joe worked for DuPont and retired from there after 40 years of service.

Joe began working for National Income Tax Service in 2004 after taking National’s Income Tax Course. Joe passed the IRS Registered Preparer’s Test and completes yearly continuing education requirements to maintain his AFSP status with the IRS.
An avid Philadelphia sports fan, during the off season Joe enjoys watching sporting events, completing household renovations and spending time with his family and grandson.

Michael Berkheimer-Mike

Mike is a retired Project Engineer with over 43 years of experience in the field.

Mike’s extensive career is marked by a strong dedication to engineering excellence and effective project management. In 2019, he took on a new professional direction by becoming a Tax Preparer. Mike further demonstrates his commitment to maintaining high professional standards by participating annually in the IRS Annual Filing Season Program, reflecting his pursuit of continued growth and professionalism in his field.

He has developed a specialization in preparing Trust and Estate returns as well as personal returns, offering expert guidance and support to clients with complex financial needs.

Outside of his professional endeavors, Mike enjoys camping and photography. Mike has been a dedicated member of his church congregation since 1979, demonstrating a longstanding commitment to his faith and community.

Anita Gantz-Hood, AFSP

Anita is a retired Human Resource Professional who dedicated her career to serving the City of Philadelphia. She also served for 15 years in the Army Reserve as a Payroll Specialist, demonstrating her commitment and expertise in both civilian and military roles.

Following her retirement from the City of Philadelphia, Anita earned her Insurance License, expanding her professional qualifications. She has been a Tax Preparer since 2010, leveraging her background in finance and administration to assist clients with their tax needs. Anita participates in the IRS Annual Filing Season Program every year. Through this ongoing involvement, she consistently demonstrates her commitment to maintaining professionalism and high standards in tax preparation.

In addition to her professional achievements, Anita enjoys traveling the world and spends her leisure time crafting cards, shirts, and other creative projects. She is also an active member of her local church, where she continues to contribute to her community.

Michael Sokira, AFSP

Michael is a retired Marketing and Sales Manager who previously worked for a Fortune 500 company. In 2015, he transitioned to a new professional path as a Real Estate Marketing Consultant, applying his extensive experience in marketing and sales to the real estate industry.

In 2022, Michael became a Tax Preparer who participates annually in the IRS ASFP program, further broadening his professional qualifications. He is also the author of two real estate books: Home Sales Made Easy and Avoid Overpaying for Your Home, both of which reflect his expertise and insights in the field.

Outside of his career, Michael enjoys traveling to different destinations, landscaping, and takes pride in being a devoted Girl-Dad.

Camille Dinon, EA

Camille Dinon is a dedicated accounting professional with a strong educational background and diverse experience in the field. She is a graduate of Dickinson College and Goldey-Beacom College, where she earned both a Master of Business Administration and a Post-Baccalaureate in Accounting.

Currently, Camille works full time as an Accountant for the Delaware River & Bay Authority. In addition to her full-time role, she began working seasonally as a tax preparer for National Income Tax Service in 2022, further demonstrating her commitment to expanding her expertise in tax services.

Camille is proficient in QuickBooks, which she utilizes for both bookkeeping and accounting tasks. Her dedication to the profession is reflected in her achievement of Enrolled Agent status in January 2025, allowing her to represent taxpayers before the IRS.

From 2011 to 2017, Camille volunteered for the VITA Tax-Aide program, providing valuable assistance to individuals with their tax preparations. In her leisure time, she enjoys reading and crocheting.

Viet Nguyen, EA

Viet Nguyen is an experienced accounting professional who holds a Bachelor of Arts degree from La Salle University and a Master of Business Administration from Wilmington University. With twelve years of expertise in the accounting sector, Viet has gained comprehensive experience in various specialties, including cost accounting, auditing, financial accounting, and financial analysis.

In 2022, Viet joined National Income Tax Service, where he expanded his professional credentials by earning his Enrolled Agent license. His commitment to ongoing learning is evident in his dedication to studying the IRS code, ensuring he remains up to date with the latest tax regulations and practices.

Viet is passionate about providing exceptional service to his clients, striving to offer them peace of mind regarding their tax matters. This focus on client satisfaction is what motivates him in his work and drives his continued professional development.

Wendy Andrews, AFSP

Wendy has been a certified Paralegal since 1991, showcasing a strong and enduring commitment to her professional development. In 2009, she began working as a part-time tax preparer. Her participation in the IRS Annual Filing Season Program further demonstrates her dedication to delivering quality service to her clients and staying current with industry standards.

Since 2009, Wendy has been an active member of the Church of the Atonement, reflecting her engagement with her community. In her free time, she enjoys camping, woodworking, and cherishing moments with her grandchildren.

David Suddard, AFSP

David Suddard graduated with honors from the University of Delaware, earning a degree in chemical engineering. Following graduation, he chose to contribute to his family’s business, where he developed expertise in preparing individual and business tax returns, as well as in accounting and bookkeeping. David participates in the IRS Annual Filing Season Program, reflecting his commitment to continuous learning and professional growth.

Beyond his professional accomplishments, David has achieved the rank of Eagle Scout as a boy scout, earning this distinction in 2018. In his leisure time, he enjoys engaging in outdoor activities such as camping, hiking, and snowboarding, which showcase his adventurous spirit and appreciation for nature.

I hope you’ll forgive me for being blunt.

I am Teri Suddard, I’m a EA and realize that you may not be used to seeing a tax professional talk like this. It’s not my intention to offend (I’m actually being very careful with my words–I am a tax professional, after all).

But I think you’ll agree that the times we’re currently facing require a little straight talk.

Here’s a certain truth: the State and Federal Government would love to have more of your hard-earned money in their accounts. Sure, even though it’s painful, none of us begrudge paying our legal and fair share of taxes. But the problem is that regular taxpayers, like you, are missing out on legal and safe deductions, to the tune of hundreds of millions of dollars in unclaimed refunds every year!

As a tax professional, it truly breaks my heart, knowing that just a few thousand, or even a few hundred bucks for us “regular guys” out of that vast pool of overcharging could make a world of difference–and they are just sitting there, unclaimed! And with the economy we’re facing now…it’s essential that the “right” professional handles your taxes and other financial matters.

You see, all tax professionals are not the same. From the “discount” chains (notice the quotes) to classic accounting firms, most fly through tax season in a disorganized mess–bleary-eyed and hopped-up on caffeine. It’s no wonder that they treat you like a number and lapse into excuses and tax-talk. (I told you that I would be blunt.)
